When should I buy? 

All of our open orders in the publication have recommendations with an entry point which is the price we are reporting to buy, sell, or short the stock.

However, sometimes stocks cycle back around to the original entry point (cost basis) or lower.  This would be a good time to buy stocks you originally missed.  All the other portfolio entries you have missed.
